If the file bytes are identical to the original, SHA-256 will match exactly. The browser computes the hashes locally and only asks the server whether a record exists. Re-encoding or re-saving can prevent a 100% pHash match and a SHA-256 exact match, and a pHash score around 90% can still be considered trustworthy.
